Can you leave Dubai Airport during a layover?

It is possible to leave Dubai Airport during a layover. If you have a very long time to wait between flights, you can apply for a free transit visa for up to 48 hours, which means you can head out to explore the bright lights of the city. There is a metro available in Dubai, with trains that run from the airport to popular destinations around the city. However, if you have a lot of luggage, this might not be a comfortable option.
